The City of Vancouver has implemented a multi-year program to intensify its commitment to reducing greenhouse gas (GHG) emissions from buildings. The initiative aims to reduce the carbon pollution generated by existing commercial and multi-family buildings, and accelerate the shift to energy efficient, low-carbon technologies. If your building is in Vancouver and meets the following criteria:
◦ Commercial Buildings: ≥ 4,645 m² (50,000 ft²), or
◦ Multi-Family Residential Buildings or Hotel: ≥ 9,290 m² (100,000 ft²)
then you’ll need to report both energy use and GHG emissions for 2024 by June 1st, 2025. Adoption of these requirements is phased, according to the following .

If the limits are new to you, here’s a quick review of what they are, and how they’re calculated:
◦ GHGi = Greenhouse Gas Intensity; this is calculated by dividing the total GHGs emitted from the building over the course of a year, by the floor area. It is measured in kgCO2e/m2/yr which uses equivalent kilograms of carbon to assess emissions.
◦ HEI = Heat Energy Intensity; this is calculated as the amount of natural gas and district energy used per unit of floor area, multiplied by their respective emissions factor. Electricity use is not considered for this limit. It is measured in GJ/m2/yr, which measures the gigajoules of gas and district energy used.
